If you actually read the article and not just the title you can see that they're sealing it away on a time condition so that not even they can dump the price if they wanted to, while creating security.

I don't know if the title was chosen on purpose to be misleading, but a fuckton of coins just left the market and won't reenter it for a big while, it means the realistic price cap for the coin just went up a lot now that a $1 price won't mean overtaking BTC by several times
