well first off, you shouldn't have enforcement off cause that means a staker can pay whoever (or themselves as I outlined). The issue with enforcement turned on is I could spend minimal effort adding and removing masternodes to the network to the point where the "official" masternode list can't be agreed upon.... creating a massive fork fest. There are some issues derived from dash, those are not security issues by any means, worst that can happen is that we will experience some forks. We have already deployed a new spork to enforce MN payments. Even though we don't think that we have been in a situation where MN payment was malformed. As you know we are planning a HF to fix ledger/trezor issues. We are considering upgrading MN network in that HF as well to eliminate old issues that were inherited from dash.
