The token economics are broken down in the white paper but you have to understand the enterprise portal will have a fiat gateway as well a longer term contracts for price smooth similar to what LINK is doing with their huge uncirculated supply. NOIA is a value added service, if it will increase a customers bottom line they will utilize it. It is very simple, if the network can reduce latency for less cost than an ISP they will use NOIA to service their customers.

Routing datacenter requests through home internet connections to bypass any perceived network congestion will never be faster than routing through dedicated low level ISP infrastructure. The low level backbone infrastructure is entirely fiber. This is the same problem present in RLC, decentralization doesn't add anything of value over efficient and centralized infrastructure unless you are aiming for decentralization as a security and anonymity feature.

You do realize any node operators will be running on the absolute top level of ISP infrastructure in the first place. Routing is already automatically adjusted based on latency and number of hops. The only places with access to high throughputput network connections are incidentally the most congested places on earth. You're generally only getting gigabit down/up connections in massive metropolitan cities. This also means that the token has little to no value for holders with suboptimal network connections because they won't make any income from becoming a node operator.
