Basic human psychology and self-fulfilling prophecies. 10k is a "nice round number", going from 4 digits to 5 digits and all that. Numbers are arbitrary, but it has that "oh shit" impact on people's brains. Thus it's the point where people start to sweat and sell their bags. And then this causes a self-perpetuating cycle, because everyone realizes that everyone else feels this way about the magic 10k "barrier" and everyone sells their bags at or just below 10k because they think it's never going past that mark, which in turn leads to it never getting past that mark.

Everyone with a brain knows after it passes 10k it has gone under 1-6k afterwards and won't be stuck above. This also gets the public in a trance and has them focus on trading the range. By the time everyone is selling 10k, a whale will pump it further. Basically bitcoin is psychologically setting expectations to lock you in a routine before it's next major move.
