It's much harder to implement privacy on a currency that has optional privacy.

Well if they build a platform that is legit and people use it a lot, then that's a better situation than morons moving Bitcoin from coinbase wallets into their marketplace wallets. But the thing is that the bar really is that low, and that privacy by default is much easier for the lowest common denominator if they are forced into moving into a privacy option. That Particl marketplace would have be run extremely smoothly to entice people to come over to it and frankly I've never heard it brought up in dark net market discussion.
The feds like Bitcoin, so most of the low hanging fruit will continue just sending Bitcoin into these markets without having a care. And most of them probably are going to be fine. But overtime you will have more and more people forced into privacy options, and the option with the largest userbase is Monero. So it would make more sense to have a decentralized exchange using Monero than Part, because Part has no history of privacy tech innovations (correct me if I'm wrong) and the people who seek privacy will want to seek a coin that has shown a history of that.
