Estonia is the whitest, but it has Finnish weather and food so you dont want to live there.
Bulgaria Serbia and generally the Balkans are turkish shitholes, they are supposed to be Christian but you wont see the difference between them and mudslimes they are culturally similar to a high degree. Exceptions in the Balkans are Slovenia (the hidden gem of eastern europe, they actually have twice as big GDP as any other normal eastern euro country as Poland or Hungary and about 4x as much as romania or bulgaria. Other exception is croatia but they are poor.
Hungary and Slovakia are nice places with good food and nice weather, Czech republic is the same just better beer and somewhat richer, but not by much.
Poland is nice because it's a big country with a nice economy if you plan on starting a business. The weather and food is not nice.

Oh yea and basically no one speaks english so prepare for that, also everyone will want to rip you off.
