Can Chainlink use it? Sure. Anyone can.

But will people use Chainlink AND Open Oracle? No, they won't. They'll use only one of the 2. And Open Oracle is a better, FREE, NO TOKEN, NO KYC version of Chainlink.

In fact it's so much better, that Coinbase decided to use it INSTEAD of Chainlink.

Coinbase's system allows users to verify on-chain that the source was actually Coinbase.
It makes using Chainlink more secure and safe.
