Not only is this false in execution because massive companies are diverting the funds to themselves since banks are the ones in charge of this, but it's not even true in the bill, which limits it not to companies with 500 employees or less but rather LOCATIONS with 500 or less. So if you have 50000 employees but they're over 500 locations, you get the money (and you get the max amount for EVERY location, so it caps at $5b for you).
