I'm not an expert but it appears a lone entity or group of entities bought in hard considering the action all took place in the course of a day. This immediately hit a bunch of limit orders, making a bunch of investors very happy, which immediately shifted the price back down, and after relatively less volatility its remained pretty static. They've had a lot of announcements with banks, looking at their clientele it's over a hundred banks. But this is what popularized and shot the stock up an exorbitant amount back in 2017. Since then its impact has yet to establish itself. The current price is at a decent support line so it's not a terrible investment at least as far as crypto goes. But it's a casino stock - which are naturally a lot of fun as we can all imagine it being this new world currency. I own a bit.

XRP will not be tied to whatever they're doing, count on it. If and until Congress changes the tax implications of crypto, this will just be using Ripple ledger tech, and won't go near any existing crypto. That's what I've been told by people who would know, and they also said don't hold your breath. Ultimately it's just another Western Union using blockchain - which is fine - but it's not going to be anywhere near the beyond corrupt existing coins. Especially with China's dominance there.

That's why the price didn't pump on the news - those that know, have no fucks to give.
