Interactive Brokers can be used anywhere IIRC and their fees are standard everywhere. DeGiro is probably an option but I keep hearing not very good whispers about them. Share buybacks need to be viewed in context. If the financials are great, the company seems to be growing, and management is stable (or at least there is not much turnover) than share buybacks is optimism from the company about its future.
When the financials are troubling and debt is growing, etc. than its really a sign that the CEOs are trying to secure a bigger parachute before they dump their shares and bail. It also points to arrogance or cluelessness. That is currently what has happened to Boeing.

People who are good at trading don't know a damn about economics.
