Just make more masks and hand them out for free. Instead of spending billions to make thousands of ventilators, just spend millions to make billions of masks. Japan and South Korea proof that it makes a huge difference in preventing the spread and minimizing the impact on the economy. Who is advising the government? The masks are most effective given to healthcare workers who already have them and infected patients.

Giving masks to people who are asymptomatic or uninfected will just make them feel like they are bulletproof. The primary infection is from hands to face contact. Masks and washing your hands won't do shit to prevent this.

Example:
wearing a mask, carrying the virus on your hands, leaving it on your smart phone, washing your hands, and then later using your smart phone and touching your face.

It's unrealistic to wash your hands after touching potentially contaminated surfaces, it can live up to 2 weeks on hard surfaces, and people are not going to be washing their phones, mouse, keyboard, whatever as frequently as their hands.
We don't need masks if people are staying at home. We need ventilators to save lives. Masks will just encourage people to go out more. The most effective way to avoid spread is to stop spreading and reproducing it, and let it just break down.
