You need serious opsec and a full on money laundering set up to cash cc numbers/fullz out and if you get caught you've committed credit card fraud and it's 10 years in the prison.

The risk/reward/effort doesn't check out unless you're a desperate third worlder with tertiary educated level computer security skills and no other way to take advantage of them.
