as a noun, using doctor as an adjective ... "after doctor tests positive" doesn't make any sense at all. Doctor tests? What are doctor tests? And if it was a noun, doctor tests, it would be followed by a verb like "found" or "are" or "were" .. something like "doctor tests were found positive" or "doctor tests are positive" or "doctor tests came back positive"

Tests is clearly a verb in this headline.

It's not a bad headline unless you have a preconception that she would only quarantine if SHE tested positive for the corona virus, and try to bend your interpretation of the headline to support that preconception. So from that respect, yes, whoever wrote it should have understood that some readers are biased and read more than the words that are written, and it's important to write a headline that rules out fools who don't want to read what you actually wrote.

But in a vacuum or when read by an unbiased reader, the headline is fine.
