I think it's just dealers compensating for the sudden drop in spot price so that they can still profit. If the price stays low for long enough the premiums will go down as they resupply with low price silver. If silver moons the premiums will probably stay the same but they will be a smaller and smaller percentage of the overall price per ounce.

Dealers are like a gas station. They buy their commodities (precious metals) at a certain price. They want to make money by charging more money than they spent. When the spot price drastically falls it means that they would lose a lot of money simply selling at spot so they compensate by raising the premiums.

It's laughable how people say the silver price is kept down by paper silver. Gold has the same paper instruments but still manages to maintain its value and function as a store of wealth. The fact is there is too much physical silver in the world with decreasing industrial demand. That's why the silver price is low and going lower.
