Find an online broker. If you're putting like $100 on stocks you'll want someone without a commission for standard buy/sell on stocks, or all profits will be eaten by fees.
They're gonna need bank info and all that, confirm your identity, the works. It can take a few days.
For actual trading, look up investopedia and look for terms relating to stock. Don't bother with options or ETFs yet until you get your bearings.

Not him but a recovery to ATH is impossible. Stocks have been massively overpriced for years and we never really dealt with the problems that caused the 2008 crash. We're also not on track to deal with those problems any time soon. Calls are cheaper than puts, so you can often place calls on inverse etf's instead of puts on a regular etf. Options allow for lower risk and greater leverage. Watch a few yt videos on it and you'll know more as well.
