America tried operating on something like that but it failed measurably and caused global chaos every time. America wanted to maintain their export surpluses and not let their gold reserves flow out of the country throughout the 1920s by using tariffs and demanded foreigners pay off their debts both at the same time. Didn't work for obvious reasons. Post-WWII America wanted to be the world reserve currency which meant you'd have to have everyone else eventually saving in your currency which they could convert at your random undervalued pegged rate. If you want a gold standard you have to allow your reserves to freely run down which Republicans never liked the idea of.
