'Partnerships' are not users. If your 'partnership' doesn't involve the partner buying and using your coins for its designed purpose, it's bullshit hype.
Now that doesn't mean the price won't go up. In fact, coins with no users will often go up more than coins with actual users will because people can convince themselves that one day it will have billions of users instead of looking at actual growth figures. But know that you are not investing into any amazingly revolutionary technology, you're investing in a pump and dump. If you time it right, you can make a lot of money, but it's almost certainly never going to actually be used for anything and one day even the most adamant of bagholders will figure that out.

Blockchain is hype. The most popular coin on biz, LINK, right now has I think 0 users. But its price is going up.
Most of crypto is PnD. There are a few exceptions (ETH, MKR, SENT, hell even BAT), but by VC or start up standards almost the entire industry is an abject failure.
Again that doesn't mean the price won't go up and you can't make money, you just need to know that if it's the end of year 1 after the official launch and there's no actual paying users of your coin, there almost certainly never will be.
