They're allowing the LINK token to function on both public and private chains. The Chainlink (ETH) tokens get locked in the contract and would allow you to access to Chainlink (QUORUM) tokens. You are not creating new amounts of Chainlink, you are simply locking your Chainlink (ETH) for Chainlink on another blockchain.

Node operators could feasibly service multiple chains and ultimately Chainlink (ETH) is being transacted since even Chainlink (Quorum) would ultimately be backed or represented by Chainlink (ETH).

I think node operators will have interoperability to communicate to diff chains and get paid in whatever Chainlink (X) blockchain token they need to be paid in. Since they're all backed by Chainlink (ETH) it doesn't matter what token they get.

Automatic swapping of tokens would also likely be integrated (as we see the swapping of LINK to USD and vice-versa being built now)
