I actually partially agree with you, central banks DID cause a problem. But not the problem you describe because your understanding of what happened in 2008 and steps necessary to recover from it is incomplete. So let's get into what really happened - a subprime mortgage crisis. People who should have never qualified for mortgages were nevertheless granted them based on the premise of ever-rising housing prices which papered over the fact that they could never afford the homes. You might argue that its the federal reserve lowering the interest rates was what fed the bubble and led to collapse, but thats not the trigger or the cause. The real trigger and the cause for the bubble and recession was fradulent valuations of mortgage backed securities, aka subprime loans were packaged into AAA investment instruments by the rating agencies and sold off to other banks, pension funds, etc... This derivative backed market fueled the real market in real estate - people quit their jobs to remodel homes, work in construction, finance projects, etc...

This is ultimately WHY the recession happened, why any recession happens - all this labor that was in the real estate business needed time to retrain, relocate and find other productive jobs. The labor and the economic opportunities were misaligned due to fraudulent ratings on mortgage backed securities. That roughly coincides with the two year duration of the drop in the stock market as well.

Now you could argue that the bailouts never happened and it allowed zombie companies to remain while a real free market would have wiped them out.

I have zero knowledge of CLOs. If you're talking about the state of the markets the biggest threats that I see is the levels of corporate debt. Even so if we do see another market pullback it might not reflect on the underlying economy at all (e.g. termination of stock buybacks will tank the prices but will do fuck all to the underlying economy). As for housing, noone is building entry level anymore. The ammortization rates can be higher, much higher. Look to Hong Kong and Sweden (generational mortgages for Sweden, recently limited a few years ago).
