Deutsche is the counterparty for trillions upon trillions in toxic debt left over from the GFC that was never allowed to be properly deleveraged. They are trying to get rid of that debt by packaging it up into capital release units (CRUs) but can't get rid of it quickly enough, and can't lay off its employees quickly enough because of employment laws / severance / etc. WeWork has the same problem

That is part of the problem ironically. In order to "derisk" they have to package up toxic assets into a "bad bank" (their term) or capital release unit that contains not only the toxic assets but also GOOD money-making assets. DB loses massive amounts of money by derisking. They were able to sell off a tiny chunk of their total exposure back in July, and it cost them fucking billions in downwind revenue losses. Pic related.

Just think about this logically. Who the fuck would want to buy assets that are known to be toxic money-losing time bombs? Nobody. Not unless they sweeten the deal by including enough good assets so that the overall package is revenue-positive, or at least neutral. The counterparty knows the risk, which is why DB is forced to sell the unit at a deep discount, so that the counterparty has justification for taking it onto its books, because then they stand a chance of making money on it down the line.
