Some of them do play console games. Even after neglecting those who play pirated games on hacked console, there are still quite a bit of users who will buy console and play those games. But the thing is whoever spending their money to do so would most likely import a foreign unit that have all the functions and can play all the international games without needing to worry about censorship. PS4 somewhat bypassed the dilemma by secretly allowing players to bypass restriction and connect to foreign PSN account but Nintendo doesn't have any intention to do so. This is not the first time Nintendo tried to release a console within China and all their previous attempts were disastrous jokes, the only thing different here this time is they partner with Tencent, but I cannot see how that can compensate the absence of basic function and the ability to play different games with different players.
