Your lawyer clearly doesn't know what he's doing. I work in administrative law and I represent clients when they have issues with their landlord. If it were me, I would look into the state laws on residential tenancies. I would then, hypothetically, look at the specific section of the Act that covers landlords' responsibility to do repairs to the unit. Responsibilities often include non-essential and essential services. Non-essential would include: wi-fi, parking spaces, etc. Essential may include: heating (furnace), running hot water, electricity, etc.

If the landlord cannot provide consistent essential services, you have grounds for arbitration. Now, this isn't legal advice, but if it were me I would start taking notes of the dates that the furnace stops working. Then, using those notes I would draft a written request for repairs to that furnace (called a demand letter). I would then theoretically send that letter via registered mail or serve it in person to the landlord and have a witness with me that can produce a written witness statement stating when and where this demand letter was served to the landlord.

If, after multiple requests and the issues isn't resolved, I would then apply for arbitration through the state's local government agency that oversees residential tenancies and see what the arbitration process looks like. Then, I would apply for that dispute resolution process and basically force the landlord to hire a professional.

It would clear up the issue within a month or two, depending.
