My mom rented out her rent house to a single stripper mom and didn't check on the unit. Long story short she broke the lease agreement once the city almost condemned the house because of black mold. She didn't report that the master bedroom was leaking. There were probably 40 cats living in the house also based off the nearly 40lbs of cemented cat shit and piss underneath the stairwell in the garage. The carpets in the house gained about 200lbs in cat piss in each room, and the subfloor had to be ripped up. The foundation also had to be sealed on the first floor because cat piss soaked into the foundation. Pretty sure the master bath tub had holes eaten into the fixtures by strong acids too.

It sucked for my mom, but its just now starting to hit me that there was probably a little child living in those conditions. I pray that those tenants will get the help they need

My uncle just died and had no family. We discovered his house (with decently kept exterior) was filled with a nightmare like in the OP but not really vandalized, just absolutely filthy. Was reading through the reddit thread and they're discussing the logistics of housing these creatures and how somebody ultimately has to foot the bill since the homeless can rack up upwards of $500k per person. Not sure where that figure came from but I do have an idea on how to solve this:

Execute the poor.

Most of the time, if the landlord respects me as a tenant, they'll cut me a break about $50 - $100 or so.

These people are so mentally ill they shouldn't be living alone and the gov rather than pay out for care let's them rot in a state sponsored apartment. I'd rip out the carpet and put cheap laminate in which is good because it looks nicer and easy to clean after the next tentant trashes the place. Non tile or granite counters have to be taken out, cheap fake wood counters in older units stain and I have not found a great way of cleaning them. Bathrooms generally just need to be demolded and maybe replace the counter if it's unrentable or just needs to be modernized (lots of section 8 have been in a unit for 10 plus years and the apartment would need work even if they were tidy). After all that I don't put in the listing that the previous Tennant died in the unit.
