In the US money is stolen from bank accounts all the time but nobody ever knows the difference because the banks just replace it and if they go insolvent they get bailed out and if they didn’t get bailed out most people would have their money re-printed by the government

This is somewhat odd, because as the article rightly observes there's a strong push for the abolishment of cash. Because it gives more control to the state.
On the other hand, Western countries are being deindustrialized for Le Climate Change (UN Agenda 2030) so perhaps they are just anticipating power outages like the ones we saw in California. With growing social unrest it will be convenient for them to shut down the Internet sooner or later as it happened in Iran. But in that case it's not obvious that having cash in circulation is a advantage for the government.
