There's no maybe about it.
Japan has unlimited credit.
It owns the Bank of Japan, which creates yen out of thin air, so it can always borrow more yen from there if it needs to.
Not that it does need to, of course, as plenty of people and corporations are willing to buy its bonds. But the option's there, and because of that the bondholders know Japan will never default.
The size of the debt doesn't matter, because Jaan will NEVER EVER need to eliminate its debt.
But the size of the deficits it runs matters, and it often needs bigger deficits to stimulate its economy.

The reason is because although their debt to GDP ratio is high, in sovereign terms they're actually the biggest creditor nation in the world. Everyone else owes them money, not the other way around. Compare that to US which is the biggest debtor nation in the world by far
