you're referring to hostile forks, which don't necessarily come with improved code

there have been software updates to BTC (core) since its creation, the last update being August this year. Some updates require a "hard fork" in which most (ideally all) miners are required to start using the new software at the same time to avoid issues (there's usually a bit of a voting mechanism to ensure cooperation ahead of time where nodes signal their fork approval beforehand, scheduled hardforks to get cancelled if there's no approval)
when someone creates Bitcoin Ultra Money, it's something else.
