The massive spending swings are huge factor. Each downturn, half the workforce gets laid off. You can't build an experienced workforce that way. And no one wants to work somewhere where layoffs are inevitable.

Another factor is that military suppliers cannot compete on commercial products. All the shit that the required quality systems entail ends up making your overhead cost as much as your goods & labor.

I've worked at multiple companies that started commercial, saw military as a cash cow, and started on military on the side. But after a few audits the changes they had to make to their quality system cut the legs out of the profitability of their commercial work and they lost it. Because you don't know if the management is going to actually do that. Returning proper value to shareholders would basically involve selling the company's assets and closing up shop as soon as possible. If GME were a private company, they would have already done this, but it's more complicated for publicly traded companies.
