Unironically Florida should be safe outside of a category 5+. It's Georgia, the Carolinas, and Virginia that are going to be royally fucked if a cat 3 comes through and stays over for a decent period of time. Remember the Houston floods? That wasn't even a category 1 hurricane, the winds aren't (generally) what you need to worry about, it's the water. The states mentioned have invested practically nothing in preventing a catastrophe to happen from a sustained cat 3, unlike in Florida.
