You are wrong the memos are part of the protocol and part of the chain. Integrators use them for all kinds of shit you need metadata for you cannot just prune it.
They currently have a PR open to reduce the 8000byte limit down to 32 byte.
But stuff like this takes a lot of time as it effects everything downstream .

The proposed change would make it ~25 times more expensive to do this. Considering it is like a dollar for 10 megs now, that shit ain't gonna stop anyone.
The main dev wants to just make nodes prioritize transactions that don't have this shit attached.

They are all working the spam angle from not effecting live clients, they are completely ignoring the implications of the node operators having to store this shit and any legal ramifications from it especially considering you can interact with Ripple from their live WebSocket servers and load all this info Clientside (exactly what this app does)

So unless they plan on killing off the direct web integration portions of the protocol it is a much lower barrier of entry to access arbitrary data from their chain and is much closer to a classical webserver which is within the purview of DMCA and other internet abuse policies.

Essentially for a brainlet like you it means Ripple and nodes run actual https compliant web servers to distro data , unless they kill of this functionality regulatory authorities will need to pursue legal action for the shit stored on their servers.
