Can someone tell me places where you can instantly deposit money from a debit card and transfer it elsewhere? It should be available in Russia and the EU, something like Paypal but I barely use any and I would need to do it today ASAP

I just checked revolut and it has Russian Rouble. Revolut is basically the same as transferwise but more advanced in some ways. You basically can create an acoount to hold whatever currency you want and you transfer that money to it. The difference where it gets better is that you can create virtual one time use cards there or you can order a physical card, whether in transferwise you can only have a physical one, and you can actually buy crypto through revolut (but the price is inflated a bit much like binance). I must warn you though that at least on coinbase the virtual cards from revolut don't work since they don't have 3DSecure but other than that it's good

You can do transactions via VISA/MasterCard worldwide almost instantly. Including their debit cards.
That's how I buy my stuff from overseas. You don't need paypal.
