LN is here only for micro transactions that are irrelevant in terms of fees for miners, on chain transactions in the future will only be used for large transfer aka the settlement layer, so no, the LN network doesn't take away the PoW aspect, it simply offloads the less meaningful weight from the chain.

I consider myself pretty much a btc maximalist and I don't even care about LN network, I have no need to use it.
