1) rbf was intended an opt in feature (altho a miner is pretty much expected to include the transaction with the higher fee otherwise you reintroduce trust to a trustless system), in theory a transaction needs to be marked as replaceable by fee for it to work, it is any vendors prerogative not to accept transactions like that.

2) opt-in/full rbf makes it very easy to double spend fss rbf does not make it possible but still provide a way to unstuck transactions.

3) you can definitely double spend without rbf i did it myself a few years ago to the same address but the network still flagged it as double-spend still it went through just fine.
