I thought clause doesn't necessarily rely on Chainlink for oracles? Don't they embrace all oracles?

Witnet will have affordable mining setups so they could get a decent network going. I think a year from now there will be more serious competitors with potentially strong networks. I hope links first mover headstart and strategic experience will be enough but by the time public adoption kicks in and the speculative oracle bubble hits, it's likely link will have lost its monopoly and competition will be tighter. It will be very important for the team to stay on top of new developments regarding new secure enclaves for example, we still don't know anything about the swift oracles, which could end up being available on other networks etc.
