It isn't. PMs have been basing for almost a year. They are about to explode. The shorts are all speculators who can't deliver and the price is below the cost of production. If it goes any lower, or even stays where it is, the PM mining sector goes bankrupt and then there is no more silver so price goes up anyways.

Government bullion (US Silver Eagles, Canadian Maple Leafs, UK Britannias, etc.) come with a significant buyer's premium over the cost of the metal that you will not fully recover when you sell them on. Name-brand rounds are sold much closer to the melt value and are fairly trusted as being 1 ounce and 999 fine. Generic rounds are even cheaper to buy, but their purity and weight are often tested before you can sell them on.
