Well, that's the thing. You can define your piece of paper to be worth anything, but then you need to actually back that up. The EU actually had political influence to create their currency at that value. They could easily get their citizens into it, and to protect the Euro in the foreign market the EU was actually very aggressive. The EU has actually had to defend the Euro many times.

But the end result is that now if I have an Euro I can actually go to someone who will give me 1.14$ for my Euro. As long as there is a person willing to actually take my piece of paper and give me the dollars, my currency is worth that. Of course, getting here was an uphill battle that is still not over.

If Kuwait just said that they would need to back that up or else their entire economy would collapse. Sure, they could force their citizens to use their new currency but news broke out that the US does not approve of Kuwait's action, the real value of the currency would be 0$.
