in a lot of less developed countries, foreigners tend to gather in one specific neighborhoods and apartments will be built to cater to them. it might be perceived as safer or have amenities that are more normal (i had a friend in the foreign service who was stationed in eastern europe and their apartment got fitted with a huge washer and dryer - i assume it was shipped from the US or was intended to be used in a laundromat), so they can charge a lot higher rent than you would find in the rest of the city.

a few years ago i moved overseas for a while and during the first few weeks, i felt like money was flying out of my wallet. it took a while to figure out how to live cheaply. for instance: taking the subway was a lot more expensive than taking the bus.
