The 1.1 was used to calculate a 10% gain. 1 = 100%, so 0.1 =10%. We use 0.9 to find 10% loss because 1 = 100% and you subtract 0.1 from that.

Dude, 10% of something is 1/10 of something (0.1 of something, one tenth of something, ...)

So 10% of 1 is 0.1
10% of 2 is 0.2
...

10% loss on something means, you substract 10% from it.
So 10% loss on 1 means, you substract 0.1 from 1, so you get 0.9

10% gain on something means, you add 10% to it.
So 10% gain on 1 means, you add 0.1 to 1, so you get 1.1

But

10% gain on 0.9 means, you add 0.09 to 0.9, so you get 0.99

So if you have 10% loss on 1 you have 0.9, then if it's followed by 10% gain you have 0.99

And if you have 10% gain on 1 you have 1.1, then if it's followed by 10% loss you have 1.1 minus 0.11 = 0.99

It's just a result of how percentage is defined. The percentage of something depends on the value of that thing. When the thing changes, the value of the percentage changes.
