let G be a basepoint on the curve
let H be another point of the curve such that H = Keccak(G)

let x be a blinding key, "a" be the scalar serialized amount
a pedersen commit is;
x.G + a.H = P
this is the encrypted amount.
all outputs in the chain are x.G_n + a.H_n - x.G_n + a.H_n == 0;

but to add further encryption you also change the pseudo out with a different blinding key.
so let n be the second blinding key.

then
(x.G + a.H) - (n.G + a.H) = P_1 - P_2
(commit 1) - (commit 2)
can also be written as
(x.G + a.H) - (n.G + a.H) = (x - n).G

if a signer can prove he knows the signature for commit 1 - commit 2 then the amount never changed.

You can go into the Dero blockchain and verify every single one of these signatures is valid. Since you have a reference point for each block reward (where the amount isnt encrypted) you can prove the values never changed.
