We have a national exam to the state universities, but imagine: the ones who get approved comes from state public schools (really hard to get into) or from private schools. The average poor brazilian cant get into graduation because he cant go to the state ones and no money to pay the private ones.

The educational system is not ideal. It's highly dependant on local governments and roughly half of these local authorities do not care for it. Teacher's salaries are low and such. The other half of the country, public schools work well. Private education in Brazil is huge because of this poorly structured administration. Only all the necessary institutions for public education to work properly already exist, they are just poorly handled and a competent president would be able to put some gas into the system. Replacing the whole system for a long distance one is irresponsible and will only create a bigger barrier between the poor and the middle class.

Because people in general prefer non-criminal life (otherwise they'd legalize whatever activities have been criminalized). That means there's always a larger pool of police than criminals, so without a dictator turning them on the population, cops are a more numerous, equally armed counter to even the worst criminal gangs.

And, again, their advantage doesn't need to be great. 50 cops killing 100 criminals with 50 civilians caught in the crossfire is the kind of gut wrenching progress that works in the long term.
