They received a "voluntary request for documents". The DoJ/FBI is prodding to see if there was any blatant fraud there, which there is definitely not. The fact that they missed early Model 3 estimates speaks more to all the manufacturing fuckups and Elon slowly figuring out who to automate auto manufacturing more than anything else.
