The ROI will basically be determined by the lowest interest rate that is still profitable for significant portion of wealth in the world. So I think it will probably be lower than that.

Because if the ETH ROI is significantly higher, it's more profitable to stake ETH than put the money elsewhere. But if it's much lower, it's more profitable to pull the ETH stake and invest elsewhere, until the total stakes decrease sufficiently and the chance to be picked as validator compensates.

So there will be some equilibrium but it's hard to predict how high it might turn out.

eth has much more layer 2 solutions coming. Network of payment channels is only one of them.

Bitcoin can't implement plasma (or plasma cash)
sidechains because it doesn't have turing complete smart contracts, and that's necessary to verify plasma (cash) fraud proofs. Bitcoin limited to either trust-based sidechains ('federated sidechains') which function as a multisig by trusted actors, or payment channels.
