that's gas PRICE. Each block has ~8M gas limit. Simple transfer takes 21k gas but heavy token transfers can take even 100k sometimes (which means inefficient contract). Other uses take even more, one transfer to fomo3d took 250k gas afaik.

That's what's happening, heavier transactions are starting to dominate, but utilization stays at ~100%.
