The whole point of buying an index is to be locked on with the index. You aren't trying to beat it or play it. If you start choosing when to put money in you are now not locked in with the index.

Over 20 years if you aren't playing the game and just doing lowest fee possible index averaging you will be fine. You should ignore trying to time it.

If you are tying to play the market it's a different ballgame. You would have to invest more time and hope your perception is better than the overwhelming average.
