A lot of people just treat uni as an adult daycare or go because they think they should. There isnt really a conscious decision about the cost or what they can get out of it, they just go through the motions and end up with a ton of debt. Its worse for a degree that is either too broad as a bachelors and requires further study, or doesnt have any real practical application.

Psych is a classic for this, you have to be an autism level researcher with high grades + masters to really get anywhere, but you still see tons of fairly average people go and get a bachelors in it, fumble around and then end up working a job that doesnt have anything to do with it. Fuck I know somebody who spent thousands on a Natural History bachelors and now works at Mcdonalds.

The college system is designed to bring you in and take your money instead of really prompting you to question wether or not its a good investment of your time. I really do believe there should be less stigma around taking a gap year to work before studying, would help a lot of people. I am saying this as somebody who went to uni straight after high school and graduated in 4 years to a good stem job.
