The BAR:TBAR reimbursement will actually be 1:1, it's just that the ICO price was $1/token whereas people could buy it for $0.2 between 4 and 7 (when the hack and fork were announced to when the last cutoff for people buying BAR on exchanges to get TBAR was).

So basically if you bought at ICO then congratulations you got fucked because people who bought BAR on an exchange during that 3 hour window will get TBAR at 20% of the price you paid.
