For engineering, PSU and UPenn are very comparable and I would not spend the thousands extra to go to UPenn, truly.

It depends on the specialty.

Nuclear Engineering at PSU is like #5 in the country. Industrial Engineering at PSU is #7 in the country, whereas PSU is not even top 20(top 30 instead) in really anything to do with electronics and computers for whatever reason, otherwise they're top 20 in everything else. UPenn is very good in anything related to bio(PSU is also very good in this) and chem, but otherwise are only a few ranks away from PSU in most categories, some better and some worse.
