I subscribe to eugenics, and no effort should be made trying to improve lesser races. A farmer doesn't go out and find terrible crops growing and breed them with his superior crops to try and improve the lot of the bad corn. He removes the bad corn and ensures its inferior pollen doesn't accidentally contaminate his prize winning crop.
