The VIX is an index that's calculated by comparing the value of open puts n calls for the next 30 days of the SPX. As such it's basically just a number, but you can trade derivatives of it. In theory a higher VIX means there's higher IV in near-term options meaning people are attempting to price in large, potentially downward moves in the SPX. It's meant to act as a forward looking indicator for incoming volatility, but I kinda think that's bullhonky and it just measures current anxieties
