I think it's a blend of both. I noticed many insecure zoomers made a habit of throwing a quirky hand gesture over their face in pictures (peace sign for insecure girls and a nigger-rap hand gesture for insecure beta guys). I think the masks are largely a desire to keep their faces covered because of that.
