It was late but I don't think I agree with that being a warning scam sign. Two things in its defense, it's a not an easy whitepaper to write, I've seen a lot that promised the moon and have really pretty colours but are very weak on the how, they could easily have been written by a person in marketing who has literally no idea about the actual meat of the project. The other point, he brings it up himself.
